The applicant should not believe what the personnel at the information counter located 1st floor（ in Tokyo Immigration Bureau）tells him/her.
The personnel at information counter is NOT an immigration officer, but just an employee of consigned company. They only know a little things about immigration law. We highly recommend to go to the 2nd floor and ask the officer wearing uniform about your concern.
